a good skin food for the neck could be made by mixing equal quantities of cold cream, almond oil and rose water. massage it gently.also once in a week use a fine scrub to remove old skin cells.
u should always use sunscreen while going outside.
References :
It may be due to more exposure of sun light.

Take some Sandalwood powder ( you can get it from any cosmetic store ) and make a thin paste with water. At bed time wash the affected area with warm water and apply this paste. Leave it for overnight and wash in the morning with lukewarm water. Repeat it daily. Gradually it will lighten your skin tone.
References :
http://skinbeautytipsskincare.blogspot.com

winter is coming. wear turtle neck clothing.

there are some hot tops that have the turtle neck style.

your neck is darker because it has been exposed to the sun a lot. when you dont expose ur skin to the sun it doesnt burn or tan.
